We show this arises from a 21-state topological vacuum with icosahedral A₅ symmetry. Statistical analysis confirms random SU(3) matrices preferentially occupy these 21 states (47.6% vs 32.8% baseline, p << 0.01). The framework explains the recently confirmed solar neutrino tension via a chiral mirror theorem distinguishing quark (Hex 9) and lepton (Hex 25) sectors.
